Sanitation regulations breached in kindergarten N 1 of Yeghvard which resulted in mass poisoning

Through the preliminary investigation of the criminal case investigated in Kotayq Regional Investigative Department of RA Investigative Committee it was found that the sanitation regulations have not been maintained in kindergarten N 1 of Yeghvard which resulted in mass poisoning of dozens of pupils of kindergarten, as well as its employees and people who have contacted with them.
 

Particularly, through the investigation it was grounded that the sanitation regulations provided by RA Law”On Sanitary Security of RA Population” have not been maintained in the mentioned facility, criminal negligence has been shown by people responsible for their maintenance, no sanitation and epidemic measures have been carried out to prevent and abolish the pollution of the environment, to improve the social conditions, as well as to prevent the emergence and spread of diseases.
 

The hygienic requirements of organizing the children’s food in pre-school educational facilities approved by the order N 42-Ն of RA Minister of Health dated 12 August, 2013 have been violated in the kindergarten, as well.
 

As a result, there were anti-sanitary conditions in the kitchen of the kindergarten N 1 which contributed to the influence of dangerous factors on humans negligently causing mass poisoning of dozens of pupils of kindergarten, as well as its employees and people who have contacted with them.

 

Through combination of the evidence obtained on criminal case the investigator has made a decision on involving the head of the kindergarten N 1 of Yeghvard M. Manukyan and the nurse of the same kindergarten N. Araqelyan as defendants pursuant to the Part 1 of the Article 277 of RA Criminal Code – breach of sanitation and epidemic regulations which negligently caused mass diseases and poisoning of humans.

 
N. Araqelyan came to the investigative body and on 16 December she was pressed a charge according to the mentioned article. The head of the kindergarten did not come to the investigative body providing medical documents on serious illness. Forensic examination has been appointed against M. Manukyan.
 

At the same time the relevant structures have been instructed to implement appropriate checks in the kindergarten and take measures to abolish the anti-sanitary conditions after which the kindergarten will restart operating normally.
 

Preliminary investigation is under way.
