Charge pressed for murder of serviceman of Russian military base, 21 year-old Dmitri Yalpayev

On the base of the evidence obtained through the criminal case investigated in the proceeding of General Department of Investigation of Particularly Important Cases of the RA Investigative Committee charge was pressed against the resident of Stepanavan town A. Janjughyan for murder of the serviceman of the 102th Russian military base located in Gyumri, 21 year-old Dmitri Yalpayev. Motion was submitted to court to use detention as a pretrial measure against him, it was sufficed.
 

Serviceman’s murder was committed on April 22 at about 17:00 near the shop “Argo” operating at 4, Dudko, town Gyumri. The person having committed the apparent crime stabbed the victim on his neck, back and head 8 times with a cutting-piercing item. D. Yalpayev died at the site of bodily injuries he had sustained.
 

The accused was interrogated and gave testimony. In the framework of the criminal case necessary investigatory actions are conducted to verify the circumstances mentioned in testimonies.
 

Through preliminary investigation actual data were obtained on the allegation that the accused suffers from some mental health problems.  
 

Particularly, in 2016 he was drafted to the RA Armed Forces. During the military service – in November, 2016 he had committed self-mutilation for several times and was taken to psychiatric ward of Yerevan garrison hospital of the RA Ministry of Defense for specialized examination. Pursuant to the health certificate confirmed by the central military medical commission of the RA Ministry of Defense in January, 2017 “organic personality disorder with affective instability and self-mutilations, partial epilepsy” was diagnosed.
 

According to the result of military medical and forensic psychiatric ambulatory complex examination commissioned in the framework of the criminal case investigated in the 9th Garrison Investigative Unit of RA IC General Military Investigative Department which was received in March, 2017, some mental disorders were found, he was found limited sane and unfit for military service at peacetime.
 

Preliminary investigation is ongoing, investigatory actions of great volume are conducted to provide the comprehensive, complete and objective investigation of circumstances of the case.
