35 Criminal Cases on Abuses Committed by Community Heads in Process of Land Allocation for Installation of Antenna Stations Providing Mobile Communication Coverage being Investigated; over 74 Million AMD Recovered

As of May 8, 2020 35 criminal cases and 2 materials were initiated and received in proceeding in regional investigative departments of the RA Investigative Committee on apparent abuses committed in the process of land allocation for installation of antenna stations providing mobile communication coverage. 8 of the criminal cases and 1 material are in Shirak Regional Investigative Department, 3 – in Lori, 3 criminal cases – in Tavush, 1 criminal case and 1 material – in Aragatsotn, 3 criminal cases – in Ararat, 2 criminal cases – in Kotayk, 3 criminal cases – in Gegharkunik and 12 criminal cases – in Syunik Regional Investigative Departments.

It should be mentioned that these criminal cases are being investigated in regional subdivisions of the RA Investigative Committee for a period of less than a month and immediately after receiving the cases in proceeding investigatory and other procedural actions of great volume have been conducted to provide the comprehensive, complete and objective investigation, as well as to recover the pecuniary damage caused to communities.

Thus,

Through 8 criminal cases and 1 material investigated in Shirak Regional Investigative Department the damage caused to communities is 71.657.595 AMD, 2.000.000 of which has been transferred to deposit account of the RA Investigative Committee as a recovery.

Through 3 criminal cases investigated in Lori Regional Investigative Department it was found out that damage of 58.784.284 AMD was caused to communities, 14.494.000 AMD of which has been transferred to deposit account of the RA Investigative Committee as a recovery.

Through 3 criminal cases investigated in Tavush Regional Investigative Department the damage caused to communities is 7.296.445 AMD, 1.200.000 AMD of which has been transferred to deposit account of the RA Investigative Committee as a recovery.

Through 1 criminal case and 1 material investigated in Aragatsotn Regional Investigative Department the damage caused to communities - 7.598.000 AMD has been completely recovered.

Through 3 criminal cases investigated in Ararat Regional Investigative Department the damage caused to communities is 20.961.500 AMD, 5.400.000 AMD of which has been recovered and transferred to deposit account of the RA Investigative Committee.

Through 2 criminal cases investigated in Kotayk Regional Investigative Department the damage caused to communities is 18.873.000 AMD, 5.500.000 AMD of which has been transferred to deposit account of the RA Investigative Committee.

Through 3 criminal cases investigated in Gegharkunik Regional Investigative Department damage of 13.560.925 AMD was caused to communities 7.075.075 AMD of which has been transferred to communities’ budget.

Through 12 criminal cases investigated in Syunik Regional Investigative Department it was found out that damage of 47.320.472 AMD was caused to communities, 30.904.916 AMD of which has been transferred to deposit account of the RA Investigative Committee as a recovery.

So, in the result of apparent abuses damage of 246.052.221 AMD, in total, was caused to communities, as of this moment, 74.171.991 AMD of the damage has been recovered.

Preliminary investigation of the mentioned criminal cases is ongoing. A decision was made to reject initiation of criminal case on 1 material based on the expiration of the statute of limitations envisaged for criminal liability.
