Psychiatrist of Sevan Mental Health Center Received Bribe from a Number of Residents

 

In the course of preliminary investigation of the criminal proceeding initiated in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee apparent factual data were obtained on the allegation that in April-June, 2024 the psychiatrist of Sevan Mental Health Center demanded and received bribe in the amount of 1 million 50 thousand AMD and 5100 USD from a number of residents. 

Particularly, H.H. demanded and received bribes of various amounts for legal actions in favor of the sons of several residents of the community with mental health problems, namely, in exchange for a bribe, to organize the process of their exemption from military service, in the presence of a disease that is a basis defined by law, to provide them with documents containing a mental health diagnosis and to obtain a diagnosis exempting them from military service.

In the course of preliminary investigation it was also found out that H.H. had demanded and received bribe from citizens in exchange for removing them from the registry of the Sevan Mental Health Center, issuing certificates of mental health, providing statements confirming that the individual was not registered at the Sevan Mental Health Center during their absence from the Republic of Armenia, obtaining disability status, as well as unlawfully including false information about visits in the outpatient medical records.

Public criminal prosecution was initiated against H.H. according to the Point 2 of the Part 2 of the Article 435 (2 counts), the Part 1 of the Article 435 (2 counts), the Part 1 of the Article 272 (3 counts), the Point 3 of the Part 2 of the Article 272 of RA Criminal Code. 

Absence ban, bail and suspension from official duties were applied as a pretrial measure against the latter.

The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court. 

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
