Within the criminal case investigated in the Department of Investigation of Particularly Important Cases of General Military Investigative Department of the RA Investigative Committee charge was pressed against the head of Arshaluys community Zarzand Grigoryan for willful infliction of bodily damage of medium gravity out of hooliganism by a group of people, extortion with prior agreement by a group of people (two counts), extortion in particularly large amount (three counts), kidnapping by threatening to use violence dangerous for life and health using a weapon and abuse of official authorities.

On July 5, 2018 signature not to leave was chosen as a pretrial measure against the suspect – Head of Arshaluys community Zarzand Grigoryan within the criminal case investigated in Armavir Regional Investigative Department which was initiated on June 29, 2018 in Armavir Police Division according to the Point 2 of the Part 3 of the Article 182.  

On July 12, 2018 charge was pressed against Z. Grigoryan according to the Point 2 of the Part 3 of the Article 182 of RA Criminal Code and the pretrial measure was left the same.

On September 19, 2018 the criminal case was received in the proceeding of Department of Investigation of Particularly Important Cases of General Military Investigative Department of the RA Investigative Committee.

On February 20, 2019 a decision was made to change the charge pressed against Z. Grigoryan and charge was pressed against him according to the Points 3 and 6 of the Part 2 of the Article 113, the Point 2 of the Part 2 of the Article 182, the Point 2 of the Part 3 of the Article 182, the Point 2 of the Part 3 of the Article 182, the Point 1, 2, 3 and 7 of the Part 2 of the Article 131, the Point 2 of the Part 2 of the Article 182, the Point 2 of the Part 3 of the Article 182 and the Part 1 of the Article 308 of RA Criminal Code.

On the same day a decision was made to change the pretrial measure – signature not to leave chosen against Z. Grigoryan and to submit a motion to court to choose detention as a pretrial measure against him.

On February 27, 2019 the decision of the court of First Instance of Yerevan was received pursuant to which the investigator’s motion to choose detention as a pretrial measure against Z. Grigoryan was rejected.

On February 28, 2019 a decision was made to temporarily terminate the tenure of the head of Arshaluys community Z. Grigoryan. After getting the prosecutor’s agreement on March 1, 2019 the decision was sent to Armavir Governor to carry out the requirements of the decision as prescribed by law and to inform the investigative body about it.

Preliminary investigation of the criminal case is ongoing.
