As a result of studies conducted by the Staff of the Head of Nor Nork administrative district of Yerevan it was found out that the employees of Revenue Accounting and Collection Division collected a total of 13 million 953 thousand 417AMD from the community residents and did not enter it the community budget.

Through the criminal proceeding initiated with regard to the case apparent actual data were obtained on the allegation that G.M. and a number of employees of Revenue Accounting and Collection Division of the Staff of the Head of Nor Nork administrative district of Yerevan embezzled a particularly large amount of money belonging to the community, as well as prepared and used obviously false receipts confirming the amount and fact of payment.

Particularly, between August 14, 2019 and January 12, 2021, for the amounts collected from the residents of the area under his service as garbage collection fees, G.M. issued receipts with handwritten notes made by him in accordance with the amounts received from them. However, he committed fraud on their second copies, indicating in them amounts less than the actual amount collected, and submited them to Nor Nork administrative district of Yerevan.

As a result, pecuniary damage of 13 million 953 thousand 417AMD was caused to the community which was fully restored.

Decisions were made not to initiate criminal prosecution against a number of employees of Revenue Accounting and Collection Division of the Staff of the Head of Nor Nork administrative district of Yerevan according to the Article 81 of RA Criminal Code (exemption from criminal liability on the basis of active remorse).

Public criminal prosecution was initiated against G.M. according to the Point 3 of the Part 3 of the Article 256 and the Point 3 of the Part 2 of the Article 267of RA Criminal Code.  

Absence ban was applied as a pretrial measure against the latter.

The criminal proceeding with the bill of indictment was sent to the prosecutor.
