During April-May 79 Criminal Proceedings Initiated on Electoral Crimes: Public Criminal Prosecution Initiated against 38 Individuals
In the subdivisions of the RA Investigative Committee during April-May, 2026, 79 criminal proceedings regarding crimes related to the electoral process were initiated, within the framework of which public criminal prosecution was initiated against 38 individuals. Detention was applied as a pretrial measure against 15 of them, home detention against 11, administrative supervision against 6, educational supervision against 1, and absence ban against 5.
Thus:
• 6 criminal proceedings were initiated according to the Article 210 of RA Criminal Code, and through preliminary investigation of 1 of them the circumstance of giving an election bribe as provided for by the Article 219 of the Criminal Code was established, and the criminal proceeding was transferred to the RA Anti-Corruption Committee under investigative jurisdiction. 1 proceeding with respect to 2 defendants (detention, administrative supervision and bail were applied as pretrial measures) were sent to court, within 2 criminal proceedings 3 defendants were involved, preliminary investigation of which is ongoing (one defendant was additionally charged, in conjunction, with the offense of maintaining the highest status within a criminal hierarchy; search was declared against him, and detention was selected as a pretrial measure, the other defendant was charged with the act envisaged by the Part 1 of Article 324 of the Criminal Code - participation in a group carrying a criminal subculture, and absence ban was selected as a pretrial measure, and the third defendant was declared as wanted, and detention was selected as a pretrial measure against him), preliminary investigation of 2 more criminal proceedings is ongoing.
• 36 criminal proceedings were initiated according to the Article 211 of RA Criminal Code, within 2 of which 13 defendants were involved (detention was applied as a pretrial measure against 7, and home detention against 6, including 3 – combined bail measure), 3 criminal proceedings were combined to other proceedings, preliminary investigation of 28 proceedings is ongoing, and 3 criminal proceedings were terminated.
• 28 criminal proceedngs were initiated accoridng to the Article 236 of RA Criminal Code, within 11 of which 20 defendants were involved (detention was applied as a pretrial measure against 4 defendants, 1 was declared as wanted, and detention was selected as a pretrial measure, home detention was applied as a pretrial measure against 5, administrative supervision against 5, educational supervision against 1, absence ban against 4). 3 of the 28 criminal proceedings with the bill of indictment were sent to court, 9 criminal proceedings were combined, preliminary investigation of 16 more proceeidngs is ongoing.
• 9 criminal proceedings were initiated according to the Article 449 of RA Criminal Code, in the course of the preliminary investigation of which apparent factual data were obtained on the allegation that 9 individuals, in addition to holding citizenship of the Republic of Armenia, also possessed foreign citizenship and applied to the Migration and Citizenship Service of the RA Ministry of Internal Affairs, requesting certificates stating that they had been solely citizens of the Republic of Armenia and had permanently resided in the Republic of Armenia during the previous four years, while concealing the fact that they also held foreign citizenship. Preliminary investigation of the mentioned criminal proceedings is ongoing.
5 of 79 criminal proceedings on 9 individuals with the bill of indictment were sent to court.
Within all the mentioned criminal proceeidngs numerous evidentiary and procedural actions were conducted, about 1000 individuals were interroigated.
It should be reminded that in accordance with the order of the Chairman of the RA Investigative Committee Artur Poghosyan, a working group was created to ensure proper oversight and coordination of the review of reports concerning violations of citizens’ electoral rights during and following the RA National Assembly elections scheduled for June 7, 2026, in the main professional structural subdivisions of the RA Investigative Committee.
