Unprecedented Increase in Procedural Completions of Criminal Proceedings and in Amount of Recovered Funds: Artur Poghosyan Presented Report on Activity of Investigative Committee in 2025 at National Assembly

 

Artur Poghosyan presented the report on the activity of the RA Investigative Committee in 2025 at the April 16 session of the Standing Committee on State and Legal Affairs of the RA National Assembly.

Presenting the report on the structure’s activity in 2025, the Chairman of the Investigative Committee noted that 90.931 criminal proceedings were investigated in the reporting period, compared to 85.341 proceedings in the same period of the previous year, namely there has been an increase by 5.590 proceedings or 6.5%. 69.694 of 90.931 criminal proceedings have been resolved, compared to 63.211 proceedings in the previous year, namely the number of the resolved criminal proceedings has increased by 6.483 or 10.2%.

Referring to the criminal proceedings with procedural outcomes, Artur Poghosyan stated that the number of the criminal proceedings sent to court has increased by .825 or 23.8%, compared to the previous year. Thus, 14.650 of 41.761 completed criminal proceedings on 15.533 individuals, with the bill of indictment have been sent to court (11.825 criminal proceedings in 2024 on 12.805 individuals). 

In his speech the Chairman of the Investigative Committee also referred to the recovery of the pecuniary damage within the completed and incomplete criminal proceedings, noting that in 2025 unprecedented recovery of 47 billion 129 million 552 thousand AMD has been recorded which exceeds the indicator of the previous year in 8 billion 41 million 225 thousand AMD (39 billion 118 million 327 thousand AMD in 2024). 

Making reference to the cases connected with military service, the Chairman of the Investigative Committee underlined that murder cases in connection with service have not been recorded (5 cases 5 individuals in 2024), murder cases committed by adversary have not been recorded, either (3 cases 4 individuals in 2024), as well as no cases of violations of the rules for driving or operating transport or combat vehicles in connection with service (2 cases, 5 dead individuals in 2024) and the operation, preparation, or flights of military aircraft have been recorded (1 case, 2 dead individuals in 2024). 

During the question-and-answer session with the deputies Artur Poghosyan, Chairman of the Investigative Committee spoke about crimes committed against minors and by minors, domestic violence and corruption-related crimes, as well, presenting statistical data.
