Chairman of the Investigative Committee and the Ambassador of the Netherlands Presented Certificates to Investigators who Completed Training
On 10-13 November, 2025, at the initiative of the “Europe of Law Association” NGO, a four-day training program was conducted at the RA Investigative Committee, aimed at strengthening the operational and strategic capacities of the Investigative Committee.
The purpose of the program is to deepen investigators’ knowledge of international criminal law and procedure, assist in transforming that knowledge into effective investigative strategies and practical approaches, create a platform for mutual exchange and cooperative learning, and support Armenia in developing institutional approaches and tools that align with international standards and the local context.
Within the framework of the training program, particular attention was paid to evidentiary standards in cases involving international crimes, modes of liability and forms of responsibility, witness protection, as well as practical cooperation with international bodies, in particular the ICC and Eurojust.
The program enables investigators to apply the acquired skills directly in their ongoing work, to collaborate practically with mentors within their own professional environment, and to build institutional memory through teamwork and hands-on activities.
On the final day of the training program, November 13, the Chairman of the RA Investigative Committee Artur Poghosyan, received the Ambassador of the Kingdom of the Netherlands to Armenia, Marieke Monroy-Winter.
Artur Poghosyan expressed his gratitude to Ambassador Marieke Monroy-Winter, experts Ignacio Tredici and Gurgen Petrosyan, for the implementation of the program aimed at enhancing the professional capacities of investigators, carried out with the support of the Embassy of the Kingdom of the Netherlands and at the initiative of the “Europe of Law Association” NGO.
The Ambassador, in turn, thanked the Chairman of the Investigative Committee for the effective cooperation and expressed readiness to support the continued implementation of the initiative.
During the meeting, the parties discussed the significant commitments assumed by Armenia through the ratification of the Rome Statute, particularly those related to investigators who stand at the forefront of ensuring the investigation of international crimes. Owing to these commitments and the principle of complementarity, Armenia’s investigative bodies now hold a unique position to conduct investigations into crimes that may fall under international legal assessment.
The Chairman of the Investigative Committee and the Ambassador of the Netherlands presented certificates to the investigators who completed the training within the framework of the program.
It should be noted that the event is carried out with the financial support of the Embassy of the Kingdom of the Netherlands in Armenia, within the framework of the “Support to the Government of the Republic of Armenia in the Ratification Processes of the Rome Statute” program.
