During Martial Law Individual Offered to Resolve Issues Related to Exemption from Conscription as well as Provision of Military ID in Exchange for Bribe

 

In the course of the preliminary investigation of the criminal proceeding investigated in General Military Investigative Department of the RA Investigative Committee it was found out that in 2020 S.A. turned to the director of the recreation area, S.P., requesting the exemption of his wife’s brother from military conscription.
Particularly, during the martial law S.P. offered to exempt A.M. from military conscription in exchange for 1.000 USD, however S.A. did not agree to the offer. 

In addition, during a conversation with Sh.M., S.P. learned that G.G., an acquaintance living abroad, was concerned about obtaining a military ID without appearing in person. With the intention of committing theft through deception and inducing bribery, S.P. proposed, during martial law, to organize the provision of the military ID in exchange for a monetary payment of 1,800 USD. However, G.G. did not take any unlawful actions to obtain the military ID. 

Public criminal prosecution was initiated against S.P. according to the Part 1 and the Point 3 of the Part 2 of the Article 44-255, the Part 1 of the Article 46-44-436 (2 counts) of RA Criminal Code. 

The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
