In the course of the preliminary investigation of the criminal proceeding initiated in Shirak Regional Investigative Department of the RA Investigative Committee apparent factual data were obtained on the allegation that the officials of the Municipality of Gyumri instructed several employees, under threat of dismissal, to order the heads of kindergartens under their supervision to send the children home and immediately proceed to the municipality with their staff, in order to prevent the arrest of the community leader.

As a result, after such instruction, numerous kindergarten directors ceased their work and, together with their staff, arrived at the area adjacent to the municipality building, joining the participants of the gathering.

During preliminary investigation of the criminal proceeding public criminal prosecution was initiated against four individuals according to the Part 2 of the Article 236 and the Point 1 of the Part 2 of the Article 46-486 of RA Criminal Code. 

Three employees of the municipality were arrested. 

The criminal proceeding was combined to the criminal proceeding initiated on interfering with the administration of justice or with the investigation of the case, interfering with the lawful service activity of an official.

Preliminary investigation is ongoing.
