Significant Increase in Criminal Proceedings with Procedural Outcome; Work Carried out in the First Term of 2025 by Yerevan Investigative Department and Subordinate Investigative Subdivisions Summed up
Under the chairmanship of Artur Poghosyan, on August 1, 2025, the work carried out by Yerevan Investigative Department and subordinate investigative subdivisions during the first term of 2025 was summarized.
Vazgen Avetisyan, Deputy Chairman of the RA Investigative Committee, Vahe Mirzoyan, acting Head of General Department for Control over Activity of Territorial Investigative Departments, Arman Galstyan, Head of General Department on Special Assignments, Hayk Yeremyan, Head of the Department of Internal Security, Rafayel Vardanyan, Head of Yerevan Investigative Department, Deputies Head of Yerevan Investigative Department and the heads of subordinate investigative subdivisions were present at the meeting.
Rafayel Vardanyan made the main speech presenting the statistical data on the work carried out in the mentioned period.
In the first term of 2025 25.290 criminal proceedings were investigated by Yerevan Investigative Department and subordinate subdivisions, as compared to 19.446 ones of the previous year.
In the reporting period the average workload of one investigator has made 121 criminal proceedings, as compared to 88 of the previous year.
Referring to the number of criminal proceedings investigated in the subdivisions of Yerevan Investigative Department, Rafayel Vardanyan noted that the increase in proceedings is largely due to the fact that 5.359 criminal proceedings were transferred from 2023 to 2024, and 10.679 criminal proceedings were transferred from 2024 to 2025. Besides, 1.035 of the criminal proceedings deactivated in the first term of 2024 were transferred to the list of currently ongoing proceedings, and 1.766 in the first term of 2025.
In the reporting period, in the first term of 2025 15.522 reports on apparent crime were received, and in the first term of 2024 14.507 reports were received, namely more in 1.015.
In the first term of 2025 11.335 criminal proceedings were initiated, as compared to 11.664 in 2024, namely more in 329.
In the reporting period the number of the completed criminal proceedings has increased. Preliminary investigation of 6.279 criminal proceedings was completed, as compared to 4.507 in the first term of 2024, namely more in 1.772.
In his speech Rafayel Vardanyan recorded that the number of completed criminal proceedings in all subdivisions of Yerevan Investigative Department has a positive difference compared to the previous reporting period.
In the first term of 2025 all the subdivisions subordinate to Yerevan Investigative Department positive difference of productivity has been recorded.
The productivity within the completed criminal proceedings has exceeded the results of the previous year's reporting period in 9,6 or 47,7%.
On average, each investigator completed 30 criminal proceedings this term, compared to 20.4 last year.
In the reporting period the number of the criminal proceedings which had been completed with the bill of indictment has also exceeded the results of the same period of 2024, particularly, in the first term of 2025 2.237 criminal proceedings on 2.316 people, with the bill of indictment, were sent to court, compared to 1.336 criminal proceedings in the first term of 2024.
Thus, in the first term of 2025, preliminary investigation of 901 or 67,4% more criminal proceedings was completed with the bill of indictment, compared to the first term of 2024.
In the first term of 2025 14.105 criminal proceedings were resolved in the territorial and professional subdivisions of Yerevan Investigative Department, compared to 12.590 criminal proceedings in the first term of 2024, namely more in 1.515 or 12%.
In the first term of 2025 2 billion 250 million 894 thousand AMD was recovered in the investigative department, compared to 604 million 507 thousand AMD in the reporting period of the previous year, namely the recovered amount has increased in 1 billion 646 million 387 thousand AMD.
In the reporting period 10 motions were submitted by investigators to identify the circumstances contributing to crime commitment and to take measures to eliminate them.
As a result of the consultation, Artur Poghosyan, the Chairman of the Investigative Committee recorded that in the reporting period significant progress was made in procedural outcomes and expressed hope that the department would go on with the same work style.
The Chairman of the Investigative Committee assigned to focus especially on the criminal proceedings of corruption nature investigated for a long time, to uncover the reasons for their delay and take measures to resolve them.
Referring to the motions submitted by the department, Artur Poghosyan emphasized the importance of their being continuous and instructed to activate the motions submitted to various state bodies, especially in the course of preliminary investigation of the criminal proceedings on domestic violence and minors.
As a result of the consultation, the Chairman of the Investigative Committee noted that personnel changes, appointments or transfers will take place in the subdivisions subordinate to Yerevan Investigative Department, based exclusively on the performance results of the subdivisions․
