The Chairman of Investigative Committee Paid Visit to Regional Investigative Subdivisions of Lori
The Chairman of the RA Investigative Committee Artur Poghosyan paid a visit to the regional investigative subdivisions of Lori, where he held a meeting and got acquainted with the building conditions.
Hovhannes Avetisyan, acting Governor of Lori, Artur Chakhoyan, Deputy Head of General Department for Control over Activity of Territorial Investigative Departments, Gagik Gevorgyan, Deputy Head of General Department on Special Assignments, Edward Karapetyan, Head of Lori Regional Investigative Department, Armen Shahbazyan, Prosecutor of the region, Martiros Avagyan, Head of the Seventh Garrison Investigative Unit, Edward Vermishyan, acting Military Prosecutor of the Lori Garrison, heads of regional structures of the Ministry of Internal Affairs, National Security Service, heads and investigators of the investigative divisions of regional investigative department were present at the meeting.
Edward Karapetyan presented the work carried out by Lori Regional Investigative Department in 2024, as well as in the first three months of 2025.
In 2024 4803 criminal proceedings were investigated in Lori Regional Investigative Department, 434 of which had been transferred from 2023, and 684 were transferred to January, 2025.
4119 criminal proceedings out of 4803 ones investigated on 2024 were resolved, 542 of which with the bill of indictment were sent to court, 2090 were terminated, 319 were combined, 162 were sent to another structure, and within 1006 the procedural and evidentiary actions were considered to be completed.
In 2024 3863 reports on apparent crime were received in Lori Regional Investigative Department, on 3733 of which a criminal proceeding was initiated. The average workload of one investigator has increased, which has made 146 criminal proceedings.
In 2024 the pecuniary damage caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base has made 149 million 983 thousand 768 AMD, 56 million 247 thousand 900 AMD of which has been recovered.
In the reporting period 40 criminal proceedings on crime cases committed by minors were investigated, 5 of which were sent to court, 18 were terminated, 4 were combined, 1 was sent to another structure, within 2 criminal proceedings procedural and evidentiary actions were considered to be completed, and 10 were transferred to January 2025.
In the same period 191 criminal proceedings on crime cases committed against minors were investigated, 18 of which were sent to court, 95 were terminated, 8 were combined. 6 were sent to other structures, within 36 proceedings procedural and evidentiary actions were considered to be completed, 28 were transferred to January, 2025.
In 2024 92 criminal proceedings on corruption-related crimes were investigated in Lori Regional Investigative Department, 3 of which were sent to court, 8 were terminated, 47 were sent to other structures, 7 were combined, and 7 more were deactivated. As of December 2, 2024, 21 criminal proceedings on corruption-related crimes were investigated, 4 of which with the bill of indictment were sent to court, and 5 were terminated.
Between January 1 and July 1, 2025 59 criminal proceedings on corruption-related crimes were investigated.
As of December 2, 2024 there were 104 criminal proceedings investigated for a year or more.
In the first quarter of 2025 22 criminal proceedings, which had been investigated for more than a year, were resolved, 3 of which with the bill of indictment were sent to court, 12 were terminated, 4 were deactivated, within 1 proceeding the prosecution period was suspended, 1 was sent to another structure, and 1 was combined.
Between December 2 and June 1, 2025 92 criminal proceedings investigated for a year or more were resolved.
In the first quarter of 2025 2072 criminal proceedings were investigated, 684 of which had been transferred from December, 2024, and 1388 were received during the first quarter of 2025.
937 criminal proceedings out of 2072 ones investigated in the first quarter of 2025, were resolved, 653 of which had a procedural outcome.
The Head of the Seventh Garrison Investigative Unit also presented the indicators of 2024.
In the reporting period 400 criminal proceedings were investigated in the investigative unit, 61 of which on 61 people with the bill of indictment were sent to court.
In 2024 212 reports on apparent crime were received, on 199 of which a criminal proceeding was initiated.
The pecuniary damage caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base has made 4 million 221 thousand 43 AMD, which was fully recovered.
In the first term of 2025 130 reports on apparent crime were received, on 121 of which a criminal proceeding was initiated.
In the reporting period 265 criminal proceedings were investigated in the investigative unit, 86 of which had been transferred from 2024.
The Chairman of the Investigative Committee assigned to take measures within criminal proceedings initiated on corruption-related crimes and illegal mining, to recover the damage caused to the state and to impose a ban on the property.
At the same time, Artur Poghosyan attached importance to the need to intensify the work to combat illegal tree felling and assigned to closely cooperate with other law enforcement bodies in that regard.
During the meeting the Chairman of the Investigative Committee emphasized the need to exclude the delay of preliminary investigation periods within criminal proceedings that have been under investigation for a long time.
It was instructed to be consistent in identifying the circumstances contributing to the commitment of crime, to submit substantive motions, especially within criminal proceedings involving minors, as well as to organize visits to educational institutions, meetings and discussions with employees and students engaged in pedagogical activities within each case of illegal turnover of narcotic drugs committed by minors.
