Preliminary investigation of the criminal proceeding initiated with regard to cases of fight in the staff of the former head of the Nor Nork administrative district and disrespectful behavior towards the administrative district staff by an activist and a council member that took place the previous day, was completed in Yerevan Investigative Department of the RA Investigative Committee.

The two criminal proceedings initiated with regard to the cases were combined in one proceeding.

In the course of preliminary investigation of the criminal proceeding apparent factual data were obtained on the allegation that during the public hearings held in the building of the administrative district, the former head of Nor Nork administrative district having learned about the dispute that arose over the issue of A.Ch. being in his reception and receiving explanations regarding the mutual insults uttered during a telephone conversation with him the previous day, went out of his room, joining three employees of the staff of the administrative district and the member of the Yerevan City Council, who were in the reception, to hit A.Ch.. The mentioned people, complementing each other's actions, hit A.Ch. with hands and feet causing the latter bodily damage of medium gravity.

Besides, on April 28, 2025 during a telephone conversation the former head of Nor Nork administrative district and A.Ch. uttered insulting and obscene expressions towards each other. After that, A.Ch., using information and communication technologies, with a live broadcast on the Internet by various media outlets, on April 29 visited the administrative building of the staff of the head of the Nor Nork administrative district, along with a member of the Yerevan City Council.

The latters, in front of the cameras of various media outlets they had previously invited to the administrative building, displayed a disrespectful and openly contemptuous attitude towards the public, journalists, employees of the administrative district staff, other people in the building, and those watching the video, and posted photos of the former head of the administrative district near the checkpoint on the first floor of the building, turned on the recording of a telephone conversation with offensive and obscene expressions, after which they poured the white liquid in the bottle they had previously taken with them onto the photos of the former head, obstructing the normal work of the staff of the Nor Nork administrative district.

In the course of preliminary investigation of the criminal proceeding public criminal prosecution was initiated against 3 employee of the staff of the former head of Nor Nork administrative district according to the Point 7 of the Part 2 of the Article 167 of RA Criminal Code, against H.S. according to the Point 1 of the Part 2 of the Article 167 of RA Criminal Code, against A.Ch. and M.M. according to the Points 1 and 3 of the Part 2 of the Article 297 of RA Criminal Code.

The criminal proceeding with the bill of indictment was sent to the prosecutor for approval and referral to court.
