In the First Term of 2025 179 Criminal Proceedings, Investigated for a Long Time, Resolved; Chairman of Investigative Committee Held Meeting in Tavush Regional Investigative Department
The Chairman of the RA Investigative Committee Artur Pohgosyan held a meeting in Tavush Regional Investigative Department. Hayk Ghalumyan, Governor of Tavush, Vahe Mirzoyan, acting Head of General Department for Control over Activity of Territorial Investigative Departments, Arman Galstyan, Head of General Department on Special Assignments, Aram Harutyunyan, Head of Tavush Regional Investigative Department, Armen Muradyan, Prosecutor of the region, Artak Voskanyan, Head of the Sixth Garrison Investigative Unit, head of regional structures of the Ministry of Internal Affairs, National Security Service, heads and investigators of the investigative divisions of the regional department were present at the meeting.
Aram Harutyunyan presented the work carried out by Tavush Regional Investigative Department in 2024.
In 2024 2676 criminal proceedings were investigated in Tavush Regional Investigative Department, 423 of which had been transferred from 2023, 101 more criminal proceedings were activated from proceedings deactivated in previous years. 537 proceedings were transferred to January, 2025, 78 of which had been investigated for more than a year.
2139 out of 2676 criminal proceedings were resolved, 1357 of which had a procedural outcome, 347 of which on 362 persons, with the bill of indictment, 1 with a final act were sent to court, 1009 were terminated, 874 on rehabilitative, 135 on non-rehabilitative base. 267 proceedings were combined, 114 were sent to other structures, and 401 were deactivated.
In the reporting period the productivity within proceedings sent to court has increased, which made 13%, as compared to the same period of the same year, 12.4%. The average workload of one investigator has made 149 criminal proceedings.
2256 reports on the apparent crime were received in Tavush Regional Investigative Department, on 2048 of which a criminal proceeding was initiated.
In 2024 the pecuniary damage caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base, has made 134 million 989 thousand AMD, 42 million 539 thousand AMD of which has been recovered.
In the reporting period 24 criminal proceedings on crime cases committed by minors were investigated, 5 of which were sent to court, 11 were terminated, 2 were deactivated, 1 was combined to another proceeding, 5 were transferred to January, 2025.
In the same period 62 criminal proceedings on crime cases committed against minors were investigated, 7 of which were sent to court, 23 were terminated, 10 were registered as ones within which the necessary procedural and evidentiary actions were completed, 3 were combined, 19 were transferred to January, 2025.
In 2024 20 criminal cases on corruption related crimes were investigated, 1 of which was sent to court, 2 were terminated on non-rehabilitative base, 1 was deactivated, 5 were sent to other structures.
As of December 2, 2024, there were 78 criminal proceedings which had been investigated for more than a year.
In the first quarter of 2025 49 criminal proceedings, which had been investigated for more than a year, were resolved, 8 of which with the bill of indictment were sent to court, 26 were terminated, 1 was combined to another proceeding, 3 were sent to another structure, 10 were deactivated, within 1 proceeding the prosecution period was suspended, and as of June 20, 2025 179 criminal proceedings investigated for more than a year were resolved.
In the first quarter of 2025 the pecuniary damage caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base has made 124 million 40 thousand 443 AMD, 118 million 701 thousand 193 AMD (the cost of equivalent property is also included) of which has been recovered.
In the first quarter of 2025 1217 criminal proceedings were investigated in Tavush Regional Investigative Department of the RA Investigative Committee, 537 of which had been transferred from 2024.
440 criminal proceedings out of 1217 criminal proceedings investigated in the first quarter of 2025 were resolved, 268 of which had a procedural outcome.
As of June 20, 2025, 8 motions were submitted by the investigator to relevant legal entities and officials regarding measures to be taken to eliminate the circumstances contributing to the commitment of the crime within criminal proceedings investigated.
The Head of the Sixth Garrison Investigative Unit also presented the indicators of 2024.
In 2024 253 reports were registered, on 234 of which a criminal proceeding was initiated.
In 2024 919 criminal proceedings were investigated, 615 of which had been transferred from 2023. Preliminary investigation of 240 out of 919 was completed.
In 2024 pecuniary damage of 9 million 483 thousand 836 AMD was caused within criminal proceedings sent to court, as well as terminated on non-rehabilitative base, 4 million 18 thousand 868 AMD of which was recovered.
According to the investigated proceedings, the average workload of 1 investigator in 2024 has made 58 criminal proceedings, according to the procedural outcome in the same period – 40 criminal proceedings.
As a result of the meeting, the Chairman of the Investigative Committee underlined with satisfaction that significant progress has been made in reducing the number of criminal proceedings pending for more than 2 years and in resolving their progress, stressing the need to continue implementing the recommendations given in this regard with steadfastness and consistency,
During the meeting Artur Poghosyan referred to cases of illegal tree felling and illegal mining, and assigned to go on with consistency within these cases to ensure the normal process of the criminal proceedings and to recover the damage caused to the state.
It was also instructed to demonstrate consistency in identifying the circumstances contributing to the commitment of crime and submitting substantive motions, as well as resolving the process of criminal proceedings regarding corruption-related crimes within a reasonable time frame.
At the end of the meeting the Chairman of the RA Investigative Committee made a tour in the regional investigative subdivisions.
