In the course of preliminary investigation of the criminal proceeding investigated in General Department on Special Assignments of the RA Investigative Committee it was found out that A.H., the resident of Kotayk region, attempted to embezzle a particularly large amount of state funds, 120 million 926 thousand AMD allocated under the intensive garden development subsidy program.

Particularly, A.H. submitted documents containing false information for the purpose of establishing gardens by presenting the actual costs incurred at higher prices or by including agricultural services not performed at all among the incurred costs, thereby receiving the amounts to be provided as compensation for expenses not actually incurred.

Then A.H. reached an agreement with N.B. on registering the persons presented by him as beneficiaries within the framework of the program in exchange for a certain fee, after which the latter provided false information regarding the expenses incurred for establishing gardens on land owned by the aforementioned beneficiaries, based on which N.B. made relevant documents and submitted to the ministry.

As a result of the monitoring carried out by the SNCO of the Ministry of Economy, discrepancies were recorded. Particularly, due to overestimation of the costs incurred, the work carried out did not meet the project requirements. As a result, A.H. could not complete the embezzlement of a particularly large amount of money under unforeseen circumstances.

In addition, A.H. illegally procured and kept narcotic drugs in particularly large amount, 341,94 grams of “Marijuana” for his personal use.

Public criminal prosecution was initiated against A.H. according to the Point 3 of the Part 3 of the Article 44-255, the Part 1 of the Article 457 and the Part 3 of the Article 396 of RA Criminal Code.

Home detention was applied as a pretrial measure against him.

The criminal proceeding on A.H.’s part with the bill of indictment was sent to the prosecutor.
