As it was already informed, preliminary investigation of the criminal proceeding initiated on participating in mass disorders, interfering with the lawful service or political activity of an official and obstruction of administration of justice or interfering with the investigation of the case is being conducted in Shirak Regional Investigative Department. 

In the course of the preliminary investigation factual data were obtained on the allegation that in an attempt to obstruct the investigative actions conducted by the investigators at the administrative building of Gyumri Municipality within the framework of the criminal proceeding investigated in the RA Anti-Corruption Committee, a group of individuals gathered near the administrative building of Gyumri Municipality, including at its entrances and within the building. By carrying out various actions, they interfered with the investigation of the case and committed mass disorders that threatened public security.

Particularly, they called for blocking the entrances to the municipal administration building in order to prevent the transfer of arrested individuals and those located inside the building. They damaged the tires of a police service vehicle and property of the municipal administration building. During this time, they used violence against police officers to obstruct their lawful duties, threw lighters and bottles at them, and directed insulting language toward them. 

In the course of the preliminary investigation 37 individuals were arrested. 

Public criminal prosecution was initiated against 19 individuals according to the Part 1 of the Article 327, and the Point 1 of the Part 2 of the Article 486 of RA Criminal Code, against 10 individuals according to the Point 1 of the Part 2 of the Article 486, and the Part 1 of the Article 46-327 of RA Criminal Code. 

Preliminary investigation of the criminal proceeding is ongoing.
