Crimes Committed by Minors․ First Term of 2025

 

In the first term of 2025 344 criminal proceedings on crimes committed by minors were investigated in the RA Investigative Committee (298 in 2024), 172 of which had been transferred from 2024 (128 in 2023).

In the reporting period 33 of 344 criminal proceedings on 35 minors with the bill of indictment were sent to court (29 proceedings on 32 people in 2024), 92 were terminated (94 in 2024), 56 of which on rehabilitative (38 in 2024), 36 on non-rehabilitative (56 in 2024) base, 3 were sent to other structure (1 in 2024), 19 were combined (12 in 2024), 12 were registered as ones within which the procedural and evidentiary actions had been conducted (30 in 2024), 185 were transferred to the second term of 2025 (132 in 2024). 

2 of 32 criminal proceedings sent to court were investigated on murder, 6-on causing heavy damage to health, 1-on banditry, 2-on theft, 1-on extortion, 2-on hooliganism, 6-against legal circulation of weapon, ammunition, 3-against legal turnover of narcotic drugs, 9-on other crimes. 

A decision was made not to initiate or terminate criminal prosecution on non-rehabilitative base against 56 minors (77 in 2024).

Within the investigated proceedings 27 minors were arrested (56 in 2024), 17 of which were released (46 in 2024). A motion was submitted to court to apply detention as a pretrial measure against 15 minors (10 in 2024), 5 of which were fully granted (5 in 2024), 5 were partially granted (5 in 2024), 5 were rejected. 

Home detention was applied as a pretrial measure by the court against 5 minors (2 in 2024), administrative supervision-against 1. 
In the first term of 2025 39 motions were submitted within the criminal proceedings investigated on crimes committed by minors.
