As a result of procedural actions conducted, as well as operative-intelligence measures taken together with the employees of the National Security Service in the course of the preliminary investigation of the criminal proceeding investigated in General Department for Investigation of Particularly Important Cases of the RA Investigative Committee, it was found out that R.P., holding the highest rank in the criminal hierarchy, led a group of individuals characterized by a criminal hierarchy and interpersonal hierarchical relations.

During the aforementioned illegal process, R.P., using his unlawful influence, issued instructions to members of a group bearing a criminal subculture to resolve a dispute related to a private matter, and carried out criminal clarifications, involving G.H., hօlding the highest rank in the criminal hierarchy, in the group. 

V.B., as a member of a group established and led by P.G., composed of individuals characterized by a criminal hierarchy and interpersonal hierarchical relations, learning that one person owed 150 thousand USD to another, assumed an obligation before R.P., who holds the highest rank in the criminal hierarchy, to resolve the aforementioned private matter through illegal means during the period from July 20, 2025, to July 25, 2025. However, V.B. failed to fulfill the obligation undertaken within the promised timeframe. 

Observing that V.B. had failed to fulfill the promise for an extended period, R.P., using his unlawful influence to resolve the aforementioned private matter, aiming simultaneously to preserve and assert his criminal authority, and to punish V.B. for not honoring the commitment, instructed another member of his group, G.H., who holds the highest rank in the criminal hierarchy, to settle accounts with V.B.

G.H., acting on the instructions of the group leader R.P., in order to achieve the aforementioned criminal objectives, committed acts of violence against V.B. during the period from July 26 to July 30, 2025, causing bodily injuries. 

A.H., being a member of another group of individuals characterized by a criminal hierarchy and interpersonal hierarchical relations, established and led by P.G., who holds the highest rank in the criminal hierarchy, on July 30, 2025 during a telephone conversation with V.B., learned from the latter about the existing dispute with R.P. and reported this information to P.G.․ 

Subsequently, P.G., with the aim of mediating the dispute that had arisen between R.P. and V.B., and thereby maintaining the criminal authority of himself and the group he led, on August 20, 2025 met with V.B at his gathering place located in Yerevan.

During the meeting, they reached an agreement to reduce the amount of 150 thousand USD owed by V.B. to a sum of 70 to 80 thousand USD. 

In addition, V.B., with the intention of unlawfully reclaiming, in return for an illicit benefit in the form of remuneration, the total amount of 25 million AMD owed by a resident of Hrazdan to one of the businessmen, demanded that the latter repay the mentioned debt.

As a result, the businessman transferred to the resident of Hrazdan 3 million 700 thousand AMD from the debt, 2 million of which on the same day the resident transferred to V.B. as an illicit benefit.

Besides, in order to organize the return of 34 thousand USD owed to another person by A.M., V.B., under the pretext of talking with A.M., invited the latter to his residence, where, as means to achieve his goal, he used violence against him for a long time to get him to hand over the money to him. 

Finally, in response to A.M.'s requests, V.B. allowed him to leave his place of residence on the condition that he would pay off the debt within two days.

On November 19, 2025 public criminal prosecution was initiated against R.P., P.G., G.H. according to the Part 1 of the Article 322, the Point 5 of the Part 2 of the Article 323 of RA Criminal Code, and against A.H. and V.B. according to the Part 1 of the Article 324 of RA Criminal Code. 

On the same day they were arrested to be presented to court. 
On November 20, 2025 simultaneous searches were conducted in the apartments of the defendants and 10 people associated with them.
