10 Criminal Proceedings Initiated on Election Violations Committed during Gyumri Council of Elders Snap Elections
The Investigative Committee has summed up the election violations committed during the Gyumri Council of Elders snap elections held on March 30, 2025.
On the base of the reports received from the RA Police of Ministry of Internal Affairs and the RA Prosecutor’s Office 10 criminal proceedings were initiated in the RA Investigative Committee on violating the secrecy of vote, hindering the exercise of the right to participate in an election or referendum, the work of electoral commissions or the exercise of the rights or obligations of persons participating in an election or referendum, stealing items necessary for the proper organization of the electoral process, as well as spreading public speech aimed at inciting or propagating hatred, discrimination, intolerance or hostility and committing hooliganism.
Particularly, the criminal proceedings, initiated on election violations committed during the Gyumri Council of Elders snap elections, based on the study of social media posts, refer to the following cases;
At polling station No. 31/02, a voter took a photo in the voting booth.
Two cases of attempt of open voting were recorded at polling stations No. 31/70 and 31/17.
Beneficiaries of the 24-hour care center were directed to vote for one of the candidates.
At polling station No. 31/03, the proxy directed the voter in favor of one of the candidates.
An accredited observer was removed from polling station No. 31/37 after he spoke out about violations taking place at the station. The chairman of the commission repeatedly offered to provide an assistant to voters. The offered assistance was of a mass nature, which the observer raised and demanded that the fact of the referral be recorded in the register, but the commission removed the observer from the polling station.
At polling station No. 31/4, two unidentified individuals exerted pressure on a proxy.
A person who entered polling station No. 31/3 hit the phone of an observer who was taking a photo of him.
At polling station No. 31/70, an unknown citizen, upon receiving his ID receipt, left the polling station without participating in the vote and, acting in the interests of a group, attempted to steal the voting card containing his personal information.
A criminal proceeding was initiated based on a video recording of an interview published on a news website during the election campaign, regarding the dissemination of public speech aimed at inciting or promoting hatred, discrimination, intolerance, or hostility towards a person by E.M..
Within the mentioned 10 criminal proceedings preliminary investigation is conducted.
