Extended Board Session Dedicated to Summery of Activity of RA Investigative Committee in 2020 Held

On February 8 extended board session headed by the Chairman of the RA Investigative Committee Hayk Grigoryan was held at the RA Investigative Committee. Board members, heads of structural and territorial subdivisions of the RA Investigative Committee took part in the session.

The results of the work done in 2020, the state, dynamics of crime, work done to disclose crimes, achievements and shortcomings were discussed and summed up.

It was recorded that restrictions due to Covid-19, as well as the war unleashed by the Republic of Azerbaijan against the Republic of Artsakh, in which 180 employees of the RA Investigative Committee were involved, had a negative impact on the activity of the RA Investigative Committee. In spite of this in 2020 the bodies and subdivisions of the RA Investigative Committee conducting pretrial proceeding worked with significant overload.  

32.483 criminal cases or about 94.3% of criminal cases investigated in the proceedings of the investigative bodies authorized to conduct preliminary investigation in the Republic of Armenia were investigated in the proceeding of the RA Investigative Committee. The average workload of each investigator for criminal cases was 69 criminal cases.

In the mentioned period 3.637 criminal cases against 4.319 people with the bill of indictment or decision to apply compulsory medical measures were sent to court (in 2019 - 3.261 criminal cases against 4.016), proceeding of 7.433 criminal cases was terminated.

1.024.805.677 AMD out of pecuniary damage of 2.790.056.050 AMD caused to the state within criminal cases completed in 2020 and materials rejected on non-acquittal base was recovered, 78.777.741 AMD out of pecuniary damage of 4.912.217.865 AMD caused to legal entities as well as 634.227.058 AMD out of pecuniary damage of 1.805.644.081 AMD caused to individuals were recovered.

Criminal cases of public resonance investigated as well as completed in General Department of Investigation of Particularly Important Cases of the RA Investigative Committee were presented.

82 criminal cases were initiated to date in the Department of Criminalistics, General Military Investigative Department and territorial subdivisions of the RA Investigative Committee on the facts of unleashing and waging an aggressive war by the military-political leadership of the Republic of Azerbaijan along the entire line of contact with the Republic of Artsakh from September 27, 2020, using previously recruited mercenaries during military actions, applying prohibited methods and measures to wage a war, not differentiating civilians from servicemen and targeting the civilian population of peaceful settlements of the Republic of Artsakh by systemized, deliberate և targeted attacks, particularly making the civilian population and civilian objects located deep in the back objects of non-selective attack and bombarding, committing acts considered serious violations of international humanitarian law which were mainly combined in one proceeding.  

By the decision of the Chairman of the RA Investigative Committee an investigative group was formed and from the very first days of preliminary investigation large-scale investigative and procedural actions were and are being conducted in the Republic of Artsakh.

The Chairman of the RA Investigative Committee Hayk Grigoryan gave specific instructions to improve the quality, terms of preliminary investigation, to enhance the efficiency of the activity of separate subdivisions of the RA Investigative Committee.

The work done by the Administration of the RA Investigative Committee was also presented, the achievements and shortcomings were analyzed. It was also mentioned that at the end of the year 280 million AMD was saved from the amount provided to the RA Investigative Committee in 2020 from the RA state budget (7,748 milliard AMD) which was directed to the RA state budget.

The Chairman of the RA Investigative Committee Hayk Grigoryan instructed the leadership of Administration as well to take appropriate measures to make the activity of the Administration more efficient.
