Work Done by General Military Investigative Department of RA Investigative Committee in 2018 Summed up (photos)

A meeting headed by the Chairman of the RA Investigative Committee Hayk Grigoryan was held today during which the work done by General Military Investigative Department of the RA Investigative Committee was summed up.

RA Minister of Defense Davit Tonoyan, Chief of Military Police Artur Baghdasaryan, subdivision heads of Ministry of Defense and National Security Service were present at the meeting.

Deputy Chairman of the Investigative Committee, Head of General Military Investigative Department Artak Krkyasharyan presented the crime state in the armed forces.

According to him in 2018 1762 crime cases were registered in subdivisions of RA IC General Military Investigative Department as compared with 1830 cases of the previous year. Statistics show that the number of crimes has decreased by 68 cases or 3.7%.

Pursuant to studies the decrease is conditioned by decrease of cases on murder /by 13/, murder attempt /by 37/, illegal turnover of narcotic drugs /by 28/, violence against the commander /by 42/ and breach of relations, prescribed by field manuals, between not subordinated servicemen /by 33/.

In 2018 4872 criminal cases were investigated in the proceeding of subdivisions subjected to RA IC General Military Investigative Department which is the 18.9% of all criminal cases (25 675) investigated in the proceeding of investigators of the Investigative Committee.

49 of the recorded cases have not been disclosed.

Within the criminal cases investigated in subdivisions of IC General Military Investigative Department in 2018 39 persons were arrested 32 of which were servicemen, including 14 officers, 3 non-commissioned officers, 1 contractor and 14 mandatory servicemen.

In 2018 273 criminal cases on corruption-related crimes were investigated by General Military Investigative Department. Within the mentioned criminal cases 178 persons were involved as a defendant. 92 persons were sued and one of them was under custody.

During pretrial proceeding it was found out that the pecuniary damage caused to the state by the completed criminal cases was 416.935.665 AMD 415.355.946 AMD of which was restored.

Damage caused to the state by criminal cases sent to court, terminated on non-acquittal base, as well as materials initiation of criminal case of which was rejected was 485.685.000 AMD 465.892.000 of which was within criminal cases on official and economic-related crimes.

Due to measures taken during pretrial proceeding 418.889.000 AMD or 89,9% was restored, defendants’ property of 169.000 AMD was seized. It is worth to mention that the damage caused to the state by a crime found in 2017 investigated in the Department of Investigation of Particularly Important Cases - 398.620.500 was completely restored.

It should be mentioned that 421.643.000 AMD was restored in 2018 out of the pecuniary damage caused to the state by all criminal cases investigated in the proceeding.   

According to Deputy Chairman of the Investigative Committee, Head of General Military Investigative Department Artak Krkyasharyan the number of persons wanted for committing crime envisaged by the Article 327 of RA Criminal Code has significantly decreased. As of January 1, 2018 their number was 1170 whereas as of January 1, 2019 this number has decreased to 993.

The heads of ten garrison investigative units of IC General Military Investigative Department also made speeches presenting the process of the criminal cases investigated in their proceeding in the previous year.

The Chairman of the RA Investigative Committee Hayk Grigoryan considered the process of the initiated criminal cases, gave instructions to organize them in a more efficient way.

IC Chairman also referred to elimination of conditions and causes of crime in the armed forces, not repeating various breaches found during the service, as well as taking preventive measures.

IC Chairman Hayk Grigoryan once more emphasized the necessity of communication with the legal successors of dead servicemen. “Meetings with legal successors of the victim should be held regularly and should be organized on a proper level”, emphasized Hayk Grigoryan.

During the meeting the leadership of the Investigative Committee discussed a number of working issues with the Minister of Defense and subdivision heads present at the meeting. Agreements were achieved to create interdepartmental commissions to regulate the problems in the sphere.

The Chairman of the RA Investigative Committee Hayk Grigoryan presented proposals to the Minister of Defense on prevention of crimes, strengthening military discipline, prevention of suicides, maintenance of property of Ministry of Defense and Armed Forces, organization of the process of purchase in military economy in a more transparent way and prevention of possible abuses, making the service in the armed forces more attractive, regulation of legislative and organizational issues in this sphere, as well as raising the legal awareness of servicemen.

IC Chairman attached importance to close cooperation with counterpart administrations and expressed willingness to deepen the existing relations and to create a closer cooperation.
