Jubilee Session Dedicated to 5th Anniversary of RA Investigative Committee Held (photos)

Jubilee Session dedicated to the 5th anniversary of the RA Investigative Committee was held today. RA Prime Minister Nikol Pashinyan, the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin, the Chairman of the Investigative Committee of the Republic of Belarus Ivan Noskevich, members of the Government and representatives of other administrations were present at the meeting.

RA Prime Minister congratulated the employees of the Investigative Committee on professional holiday, wished endurance and success in their work and in administration of justice and legality.

“I congratulate all of us on the day of the IC employee. I would like to state that every time when there is a conversation about holiday and work occasions in this hall, after all the context and content of the whole conversation is related to justice which is too important for our country. On the whole, when we analyze the saddest phenomenon in the history of the Third Republic of Armenia that is emigration, there are serious analyses that the emigration is not just related to social conditions. And I agree with this analysis that in many cases people leave their country not only because of social difficulties but because of the atmosphere of injustice, because they do not feel protected in their country not only physically but also from the point of view of their rights, dignity and, in general, from the point of view of availability to civil coexistence rules. And I think that the RA Investigative Committee and law enforcement bodies, in general, have a main mission to administrate, maintain justice in the country and to inspire confidence to justice, to establish sense and atmosphere of justice.

In this respect I think that in the context of the work of the Investigative Committee the sense of justice must be based on three beliefs.

The first is the genuine belief of investigators, head staff to legality, the rule of law and principles of justice because if the investigator and the Investigative Committee do not genuinely believe in these assets and are not devoted to them, the conversation about the law and legality will not make sense.

The second is the belief of each investigator in his own mission, when the investigator’s work is not only an engagement but it is a mission and it is the ability to go forward with the mission of administrating justice in the country, in Armenia and in the world, in general.

And the third is the RA citizens’ belief in law enforcement bodies, in general, and in the Investigative Committee, in each investigator, in its leaders and the activity of the Committee, in particular. And today on this holiday I want to wish the Investigative Committee and all its employees to be filled with these three beliefs more and more each day, to be able to keep, to strengthen, to create that belief in themselves and to inspire belief to RA citizens in their activity and mission”, said the RA Prime Minister Nikol Pashinyan.

RA Prime Minister emphasized that a number of programs are being considered to make the work of the employees of the Investigative Committee more efficient.

“I want to congratulate all of you once more on this professional holiday and I want to wish you an efficient work and want to thank the members of your families who tolerate your overloaded, sometimes round the clock work. If we manage to go with this overloaded work up to the end, to have principles in this work and to be loyal to justice, legality, the rule of law, this work will surely return in a very certain result and that result is the free, happy and powerful country in which our and your generations will live. This is the biggest mission which can be served. I wish you great strength, energy and I wish you never to be tired of serving the country and people”, the Prime Minister Nikol Pashinyan concluded his speech.

At the solemn session the Chairman of the Investigative Committee Hayk Grigoryan presented the numeric indices of five years’ activity of the Investigative Committee, steps taken to enhance the quality and efficiency of pretrial proceeding, to support to administration of justice in the country.

“In the past five years 112.640 criminal cases were investigated in the Investigative Committee.  23.686 criminal cases were investigated only in 8 months of 2019 which significantly exceeds the number of criminal cases investigated in the previous years. For example, in whole 2017 20.057 criminal cases were investigated which is 84,6 % of criminal cases investigated in 8 months of 2019. In 2017 the overload of one investigator was 44,7 cases and in 8 months of 2019 - 50,6 cases not counting the materials prepared in the proceeding. In order to alleviate the unprecedented overload of investigators a number of measures were taken, including head officers, supervising investigators, investigators providing international cooperation  were tasked to conduct preliminary investigation”, said the IC Chairman.

Hayk Grigoryan thanked RA Prime Minister Nikol Pashinyan for providing the Investigative Committee with 50 additional posts to alleviate the unprecedented overload of investigators.

“After presenting my report on unprecedented overload of investigators in 2018-2019 – only a week later You instructed to provide the Committee with 50 additional posts for investigators conducting investigation for which I express deep gratitude on behalf of the whole staff of the Committee.

You have tasked the Committee to organize efficient fight against corruption, to find out corruption mechanisms, to disclose grave crimes committed previously and to return the money swindled from the people to the state budged, to neutralize the criminal culture and behavior that has been in the society for years and is not accepted by the public.

In order to carry out these requirements in the best way we have taken a number of measures, we have doubled our energy and efforts to disclose the grave crimes committed previously and to recover the pecuniary damage caused to the state to the last penny. In this respect I will only mention that during the last year crimes committed by a number of former high-ranking officials, including prime minister, a number of ministers, deputies minister, governors, deputies governor, heads of bodies adjunct to the Government, department heads, deputies head, as well as heads of local self-government bodies – mayors, community heads were disclosed by the Committee. A part of criminal cases on them was sent to Special Investigatory Service, according to investigatory subordination, preliminary investigation of the rest of criminal cases is ongoing in the Investigative Committee», said RA IC Chairman Hayk Grigoryan in his speech.

At the solemn session the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin, the Chairman of the Investigative Committee of the Republic of Belarus Ivan Noskevich also had a speech.

Secretary General of the RA Investigative Committee Aram Nikoyan, Deputy Head of the Department of Investigation of Corruption-Related Crimes, Crimes against Property of General Department of Investigation of Particularly Important Cases of the RA Investigative Committee, First Class Advisor of Justice  Rafayel Vardanyan, Deputy Head of the Department of Investigation of Cybercrime and High Technology Crime of General Department of Investigation of Particularly Important Cases of the RA Investigative Committee, Second Class Advisor of Justice Hovhannes Hambaryan were awarded with letter of appreciation of Prime Minister for conscientious and efficient work.

By the decree of October 8 of the RA President Armen Sargsyan Deputy Chairman of the RA Investigative Committee, First Class Advisor of Justice Arman Poghosyan, Deputy Chairman of the RA Investigative Committee, First Class Advisor of Justice Arsen Ayvazyan and Deputy Chairman of the RA Investigative Committee, Head of General Military Investigative Department, First Class Advisor of Justice Artak Krkyasharyan were awarded with medal «Mkhitar Gosh».
